അനന്തരം എന്തു സംഭവിച്ചു?

കേരളത്തിന്റെ വിവിധ കേന്ദ്രങ്ങളിൽ നടന്ന വൻ തോതിലുള്ള സ്വർണ്ണവേട്ടയെ കുറിച്ച് കൂടെക്കൂടെ പത്രങ്ങളിലും വാർത്താചാനലുകളിലും റിപോർട്ടുകൾ വരാറുണ്ട്. ശതകോടികൾ വിലമതിയ്ക്കുന്ന സ്വർണ്ണം പിടി കൂടിയെന്നും സ്വർണ്ണക്കടത്തു നടത്തിയ ആളെ അറസ്റ്റ് ചെയ്‌തെന്നുമൊക്കെ വലിയ അക്ഷരത്തിലുള്ള വാർത്തകൾ രണ്ടുമൂന്നു ദിവസം തുടർച്ചയായി വരും. പിന്നെ അതിനെക്കുറിച്ച് യാതൊരു വിവരവും പുറത്തുവരികയില്ല. ഇങ്ങനെ     നടത്തിയ സ്വർണ്ണവേട്ടകളിൽ അനന്തരം എന്തുസംഭവിച്ചു, അവയുടെ ഉറവിടം,  ലക്ഷ്യസ്ഥാനം, ഇടപെട്ട വ്യക്തികൾ അല്ലെങ്കിൽ സ്ഥാപനങ്ങൾ, ഇടനിലക്കാർ, പിടികൂടിയ സ്വർണ്ണത്തിന്റെ വിപണിവില, കുറ്റവാളികളെ കണ്ടെത്തിയോ, അവർക്കെന്തു ശിക്ഷ ലഭിച്ചു, ആ സ്വർണ്ണം എന്തു ചെയ്തു - ഇതൊക്കെ അറിയാനുള്ള അവകാശം സമൂഹത്തിനുണ്ടെന്ന കാര്യത്തിൽ സംശയത്തിന് സ്ഥാനമുണ്ടെന്ന് തോന്നുന്നില്ല. ആരെയും രക്ഷിക്കാനുള്ള ഒരു തരത്തിലുള്ള  ഇടപെടലുകളും ഒരു ഭാഗത്തുനിന്നും ഉണ്ടായിട്ടില്ല എന്ന ഉറച്ച ബോധം സമൂഹത്തിന്‌ നൽകേണ്ടതുണ്ട്.

അധികാരികൾ ശ്രദ്ധിയ്‌ക്കേണ്ട ഒരു കാര്യം തന്നെയാണ് ഇത്.

For a Better Deal from Government Offices

Even though many services of the central and state governments are now available online, there are occasions when people have to visit government offices. In most of the offices, the people are greeted with different kinds of experiences from the officials and employees including a lethargic approach, red tapism, apathy, lack of concern, dilatory tactics etc. Of course, there are a few exceptions as well to this. In government offices, revealing the identity of the staff to the public needs to be given much importance, which would make them more diligent of their duties to the public. Further, the visitors should find it easy to ascertain the officials responsible for various matters.

Government employees are public servants. Public is entitled to get the best attention from the employees in all  government establishments. Some offices have the post of Public Relation Officer. But they generally do not add the intended value to the services received by the public.

Against the above backdrop, a suggestion has been sent to the concerned Ministers and Secretaries  of the central government and the State government (Kerala) to examine introduction of the following.

(1)    Making it mandatory for all officials and employees of all cadres of all central and state government establishments to wear a badge issued by the government, prominently showing  the name of the person, while on duty. The name should be in letters of sufficiently big size.(Though wearing of ID cards is mandatory in some establishments, the particulars shown in those cards are not properly readable for the visitors.)

(2)    Making it mandatory in all central and state government establishments to prominently display the name, designation and mobile number of all the officials responsible for various services / functions rendered by that office.

ഏറ്റവും വലിയ വെല്ലുവിളി

കോറോണയുടെ വ്യാപനവും സാമ്പത്തിക തളർച്ചയും വർദ്ധിയ്ക്കുന്നതോടൊപ്പം ജീവിതം വഴിമുട്ടി നിൽക്കുന്നവരുടെ എണ്ണവും കുതിച്ചുയരുകയാണ്. ഓട്ടോറിക്ഷയോ ടാക്സിയോ ഒക്കെ ഓടിച്ചു ജീവിക്കുന്നവർ, ദിവസത്തൊഴിലാളികൾ, കൂലിപ്പണിക്കാർ, കരാർ ജോലിക്കാർ,  തുടങ്ങി എണ്ണമറ്റ വിഭാഗങ്ങളാണ് ഇങ്ങനെ ഞെരിഞ്ഞമരുന്നത്. വരുമാനമാർഗ്ഗം അടയുന്നതിനോടൊപ്പം വിലകളുൾപ്പടെ എല്ലാത്തരത്തിലുള്ള ചെലവുകളും അനുദിനം കുതിച്ചുയരുക കൂടെ ചെയ്യുമ്പോൾ അക്ഷരാർത്ഥത്തിൽ ശ്വാസം മുട്ടുന്നവർ  ലക്ഷക്കണക്കിനാണുള്ളത്.

ഒരു ജോലിയും ചെയ്യാതെ എല്ലാ മാസവും കൃത്യമായി സർക്കാരിൽ നിന്നും പലതരത്തിൽ ധനസഹായം ലഭിക്കുന്നവരുമുണ്ട്. മരണമടഞ്ഞ ബന്ധുക്കളുടെ പേരിലുള്ള പെൻഷൻ കൈപ്പറ്റുന്നവരും, നിയമവിരുദ്ധമായി നേടിയെടുത്ത പെൻഷൻ വാങ്ങുന്നവരും ഏറെയുണ്ടെന്നു കേരള ധനകാര്യ മന്ത്രി തന്നെ അദ്ദേഹത്തിന്റെ ഫേസ്ബുക്ക് പേജിൽ പ്രസ്താവിച്ചിട്ടുണ്ട്. അറുനൂറു കോടി രൂപ ഇങ്ങനെ സർക്കാർ ഖജനാവിൽ നിന്നും ചെലവാകുന്നുണ്ടെന്നാണ് അദ്ദേഹം പറയുന്നത്.

എല്ലാ വരുമാനമാർഗ്ഗങ്ങളും അടഞ്ഞ വിഭാഗങ്ങളെ ഏതു വിധേനയും  രക്ഷിക്കുക എന്നത് ഈ അവസരത്തിൽ സമൂഹവും സർക്കാരും നേരിടുന്ന ഏറ്റവും വലിയ വെല്ലുവിളി തന്നെയാണ്. അനാവശ്യമായി പണമൊഴുകുന്ന എല്ലാ വഴികളും അടയ്ക്കുകയാണ് ഇതിനായി സർക്കാർ ആദ്യം ചെയ്യേണ്ട കാര്യം. ആ പണം അർഹതയുള്ളവരുടെ കൈകളിലെത്തട്ടെ. അങ്ങനെ ഈ അതീവ ഗുരുതരമായ പ്രശ്നത്തിന് പരിഹാരം കാണണം.

Numbers Which Appear Very Scary

According to the Union Budget 2020 documents, Rs.9.4 trillion, (Rs.9.4 lakh crores) worth of direct tax amounts had been demanded by the tax authorities, but not paid by the taxpayers. Of this, demands related to corporate tax amounted to Rs.4.88 trillion while taxes on income and other corporate taxes amounted to Rs.4.5 trillion. Demands relating to indirect taxes on commodities services amounted to Rs.1.69 trillion, taking the total unrealised tax demands towards the end of reporting year 2018-19 to a whopping Rs.11.09 trillion (Rs.11.09 lakh crores).

Many of these demands have been disputed in appellate tribunals, high court and supreme court. Of the total unrealised demands, Rs.9.56 trillion is being litigated in various courts while the undisputed sum is just Rs.1.53 trillion.

The above figures (taken from the Budget documents) clearly indicate the extent to which the government machinery is ineffective in revovering the legitimate revenue due to it. Given this reality, it is not surprising that the government resorts to a very easy way of going on hiking the fuel prices to raise revenue through higher amounts under excise duty, instead of toning up its machinery to revover the tax arrears.

Resultantly the common man has to bear the brunt and pay through his nose, while the tax defaulting sharks are let loose. THIS IS THE REALITY.

War and Peace

India’s approach of a studied and matured restraint in the face-off with China speaks volumes about the place global peace, repeat global peace, occupies in India’s priority list. Through its deft handling of the border tension, India is eloquently telling the global community that the country has fully realized what a military aggression would mean to the comity of nations in a scenario where heightened nuclear capabilities of countries portend grave danger. India is also conveying the message that military power is primarily meant for protecting peace and not for waging war. In fact, the world should thank India for the forbearance shown, but for which the pandemic stricken world would have been pushed to the heights of misery through a military aggression.

The situation would have been entirely different if China’s confrontation was with some other powerful country. The statesmanship shown by India in handling international affairs would definitely be realized and appreciated by all peace preferring countries, which would enhance India’s credibility among the global community. 

To Apply Brakes

It is high time that the arbitrary, illogical and incessant hikes in petrol and fuel prices were challenged before a court of law through a Public Interest Litigation (PIL). 

 

PILs have become a potent tool for enforcing the legal obligation of the executive and the legislature. The chief objective behind PILs is to ensure justice to all and promote the welfare of the people. It is generally resorted to safeguard group interests and not individual interests, for which Fundamental Rights have been provided. The Supreme Court of India and the High Courts have the right to initiate PILs.The concept of PILs stems from the power of judicial review.

When will a PIL come to the rescue of citizens?

ആരോഗ്യത്തിന്‌ സംഗീതം (June 21, 2020)

ഇന്ന് ലോക സംഗീതദിനമാണല്ലോ. വിവിധ തരത്തിലുള്ള വെല്ലുവിളികളും പ്രയാസങ്ങളും മാനസിക സമ്മർദ്ദങ്ങളും നിറഞ്ഞ ഒരു സാഹചര്യത്തിലൂടെ കടന്നുപോകുന്ന മനുഷ്യ മനസ്സിന് ശാന്തിയും സമാധാനവും പകർന്നുനൽകാൻ സംഗീതത്തിനുള്ള കഴിവ് മറ്റൊന്നിനും തന്നെ ഉണ്ടാവില്ലെന്ന് തോന്നുന്നു. ശാസ്ത്രീയ സംഗീതമായാലും ലളിത സംഗീതമായാലും ഭക്തിഗാനങ്ങളായാലും വെറും വാദ്യസംഗീതമായാലും - ഇവയ്‌ക്കെല്ലാം അനുപമമായ ഒരു ശക്തിയാണുള്ളത്. എത്ര തിരക്കുള്ളവരായാലും ദിവസേന ഏറ്റവും കുറഞ്ഞത് അര മണിയ്ക്കൂറെങ്കിലും സംഗീതത്തിന് അർപ്പിയ്ക്കുന്നത് ശരീരത്തിന്റെയും മനസ്സിന്റെയും ആരോഗ്യത്തിന്‌ ഉത്തമമായിരിക്കുമെന്നു തോന്നുന്നു. സംഗീതത്തിന് ആരോഗ്യത്തിലും രോഗശാന്തിയിലുമുള്ള പങ്ക് ശാസ്ത്രീയമായി തെളിയിക്കപ്പെട്ട വസ്തുതയാണല്ലോ.

മഷി പടർന്നു വികൃതമായ ചിത്രം

ഒരു മനുഷ്യന്റെ ജീവിതത്തിലെ ഏറ്റവും സുന്ദരമായ കാലഘട്ടമാണ് അവന്റെ ബാല്യം. വാത്സല്യവും ലാളനയും കരുതലും എല്ലാം മുതിർന്നവരിൽ നിന്നും നിർലോഭം ലഭിയ്ക്കുന്ന അല്ലെങ്കിൽ ലഭിയ്‌ക്കേണ്ട സമയം. ലോകത്ത് നിലവിലുള്ള കാപട്യമോ കാലുഷ്യമോ മത്സരങ്ങളോ ഒന്നും മനസിനെ വിഷമയമാക്കാത്ത, നിഷ്കളങ്കത മുഖമുദ്രയായ കാലം. ജീവിതാവസാനം വരെ ഒരു മനുഷ്യൻ ഓർത്തിരിക്കുന്ന അല്ലെങ്കിൽ ഓർക്കേണ്ട കാലം.

സൗഭാഗ്യത്തിന്റെയും സുഭിക്ഷതയുടെയും മടിത്തട്ടിൽ  ജനിച്ച് നിറങ്ങളുടേതായ ഒരു ലോകം മാത്രം കണ്ടുകൊണ്ടു ബാല്യം കടന്നു പോകുന്ന  കുട്ടികൾ നിരവധിയാണെങ്കിലും,  മഷി പടർന്നു വികൃതമായ ഒരു ചിത്രം പോലെയാണ് പൊതുവെ ബാല്യത്തിന്റെ ഇന്നത്തെ അവസ്ഥ.  ജീവിതത്തിന്റെ ആദ്യപടിയായ ബാല്യത്തിൽ തന്നെ നരകത്തേക്കാൾ ഭീകരമായ യാതന മാത്രം ഏറ്റുവാങ്ങുന്ന കുട്ടികളുടെ എണ്ണം വർധിച്ചു കൊണ്ടിരിക്കുന്നു. കണ്ണിൽ ചോരയില്ലാത്ത രീതിയിൽ കുട്ടികളുടെ നേരെ ആക്രമണം തന്നെ അഴിച്ചു വിടുന്നത് ഒരു സാധാരണ സംഭവമായി മാറിയിരിക്കുന്നു. മനുഷ്യാധമന്മാർക്കു തങ്ങളുടെ എല്ലാ വൈരാഗ്യവും തീർക്കാനുള്ള ഇരകളായി കുട്ടികൾ മാറിക്കൊണ്ടിരിക്കുന്ന കാഴ്ച അതിദയനീയമാണ്. സ്വന്തം അച്ഛനോ അമ്മയോ തന്നെ കുട്ടികളുടെ ഘാതകരായി മാറുന്ന കാഴ്ച സമൂഹത്തിന്റെ മനഃസാക്ഷിയ്ക്കു തന്നെ മരവിപ്പുണ്ടാക്കിരിക്കുന്നു. കുട്ടിയുടെ മുഖത്തെ ദൈന്യതയോ നിസ്സഹായതയോ ഊറി വരുന്ന കണ്ണീരോ കാണാത്ത  കുറേ ജന്മങ്ങൾ. 

പട്ടിണി കൊണ്ടും ആഹാരത്തിന്റെ കുറവ് കൊണ്ടും ഞെട്ടറ്റുപോകുന്ന ബാല്യവും ദയനീയമായ ഒരു ചിത്രം കാഴ്ച വയ്ക്കുന്നു. ഈ ഒരു കാരണത്താൽ അഞ്ചുവയസിൽ താഴെ പ്രായമുള്ള ഒൻപതു ലക്ഷത്തോളംകൂട്ടികൾ 2018 ൽ ഇന്ത്യയിൽ മരണമടഞ്ഞതായി  ഐക്യരാഷ്ട്രസഭയുടെ UNICEF നടത്തിയ 'ലോകത്തിലെ കുട്ടികളുടെ അവസ്ഥ-2019 '  ('State of the World’s Children 2019') എന്ന റിപ്പോർട്ടിൽ പറയുന്നു.

ബാല്യം ജീവിതത്തിന്റെ പ്രഭാതമാണ്. മനുഷ്യന്റെ അളവില്ലാത്ത ക്രൂരത കാരണം പ്രഭാതത്തിൽ തന്നെ സൂര്യൻ അസ്തമിക്കുന്ന അവസ്ഥ ബാല്യത്തിന് ഉണ്ടായിക്കൂടാ. ഇതിനെതിരെ മനുഷ്യമനഃസാക്ഷി ഉണരുന്ന ഒരു ലക്ഷണവും കാണുന്നില്ല. സാംസ്കാരിക നായകർ നിസ്സംഗരായി നിൽക്കുന്നു. അവർ തങ്ങളുടെ തൂലികയോ ശബ്ദമോ ഉയർത്തുന്നില്ല. ഭരണാധികാരികൾ കാര്യം അറിഞ്ഞ മട്ടില്ല. ബാലാവകാശ കമ്മീഷൻ, ശിശുസംരക്ഷണ സമിതി അങ്ങനെ എണ്ണമറ്റ സംവിധാനങ്ങൾ നമുക്കുണ്ട്. പക്ഷേ...... 

ബാല്യം എന്നത് നിറമുള്ള ഒരു മനോഹര ചിത്രമാക്കി മാറ്റാൻ സമൂഹ മനസാക്ഷി ഉണർന്നേ പറ്റൂ. 

Great Sons of India

While most of us are relaxing in the comforts of our home or sitting in the comforts of our office, thousands of people are working strenuously in the border areas, exposing themselves to the highest perils and uncertainties of life and vagaries of nature. They are silently toiling for their mother land unmindful of their struggles so that others can live and sleep in peace with all comforts.

Life in the armed forces is not like any other. Protecting one's country's borders thousands of feet above sea level at a blood freezing temperature cannot be just another job. Neither is battling in the blistering heat.

Unfortunately, these sections of people are mostly immersed in oblivion and their life comes to the limelight only when some tragic happenings befall upon them or when a military tension breaks out in the border. How many soldiers in the prime of their life become poor victims of the hurricane of animosity emanating from an enemy country! How many of them are tortured to death by our enemies!

But, can there be a more noble, dignified and righteous death than the death which embrace our dear soldiers while safeguarding the nation, least mindful of their pains and sufferings?  

This post is a humble dedication to the soldiers of the Indian army who made a supreme sacrifice in the Sino-Indian border by laying their life for the nation, about whom the entire 136 crores strong populace of the country is proud of.  

A Big Salute to you all! You never die!!!

സർക്കാരിനെ കബളിപ്പിക്കുന്നവർ June 18, 2020

കേരളസർക്കാരിന്റെ വിവിധ സേവനങ്ങൾക്കുള്ള ഫീസ് നിരക്കുകൾ വർധിപ്പിക്കാൻ തീരുമാനിച്ചു എന്ന വാർത്ത മനോരമയിൽ (ജൂൺ 18 ) വായിച്ചു. കോവിഡ് രോഗവ്യാപനം കാരണം സർക്കാരിന്റെ ചെലവുകൾ പതിന്മടങ്ങു വർദ്ധിക്കുകയും വരുമാനം കുത്തനെ ഇടിയുകയും ചെയ്ത സാഹചര്യത്തിലാണല്ലോ ഈ തീരുമാനം.

കേരള ധനമന്ത്രി തന്റെ ഫേസ്ബുക് പേജിൽ (ഏപ്രിൽ 30, 2020) പറഞ്ഞിരിയ്ക്കുന്ന ഒരു കാര്യം ഇത്തരുണത്തിൽ പറയട്ടെ. മരണമടഞ്ഞവരുടെ പേരിലുള്ള പെൻഷൻ വാങ്ങുന്നവരും അനധികൃതമായും അനർഹമായും ക്ഷേമ പെൻഷൻ വാങ്ങുന്നവരും സർക്കാർ പെൻഷൻ വാങ്ങുന്നതിനു പുറമെ ക്ഷേമ പെൻഷനും കൂടെ വാങ്ങുന്നവരുമൊക്കെയായി ലക്ഷങ്ങൾ കേരളത്തിലുണ്ടെന്നും 600 കോടിയോളം രൂപ ഇതുവഴി അനാവശ്യ ചെലവുകുണ്ടാകുന്നെന്നും ധനമന്ത്രിയുടെ ഫേസ്ബുക് പേജിൽ പറയുന്നു. ഇങ്ങനെ സർക്കാരിനെ കബളിപ്പിച്ചു പണം തട്ടിയെടുക്കുന്നവരെ പിടികൂടി അവരിൽ നിന്നും തുക തിരിച്ചു പിടിയ്ക്കാൻ എന്തുകൊണ്ട് സർക്കാർ മടിയ്ക്കുന്നു?

മേൽപ്പറഞ്ഞ പെൻഷൻ വെട്ടിപ്പുകൾ സർക്കാരിന്റെ ശ്രദ്ധയിൽ പെട്ടിട്ടുണ്ടെന്നും അന്വേഷണവും അനന്തര നടപടികളും ആരംഭിച്ചുകഴിഞ്ഞുവെന്നും കാണിച്ച് എത്രയും പെട്ടെന്ന് എല്ലാ പ്രമുഖ മലയാള പത്രങ്ങളുടെയും ആദ്യപേജിൽ തന്നെ ഒരു അറിയിപ്പ് കൊടുക്കുകയും അതെല്ലാം യഥാർത്ഥത്തിൽ ചെയ്യുകയും ചെയ്‌താൽ കാര്യങ്ങൾ മാറിത്തുടങ്ങും. എന്തു കൊണ്ട് അങ്ങനെ ഒരറിയിപ്പ് കൊടുത്തുകൂടാ?

Let Peace Prevail (June 17, 2020)

Unfortunately the People's Republic of China does not seem to have correctly estimated the military prowess of India. Otherwise, China might be unmindful or unconcerned about the far reaching impact a military aggression would result in. Today’s India is far more different from the India of the 1962 Chinese aggression days in military strength and capabilities, apart from the fact that India is also a nuclear power now as China is. Furthermore, the power equations and trade interests of the world stand drastically changed now.

The anti-China sentiments, which the Covid-19 outbreak has unleashed more or less globally under suspected Chinese involvement in the origin and spread of the pandemic, have resulted in isolation of China by the international community barring a few countries which are more or less protégés of China. And China is seriously concerned about the fact that its image now stands shabbily tarnished among the comity of nations. Added to this is the setback received by China’s dreams of a trade hegemony in the world.

India, on the other hand, is following the most desirable approach of a studied and matured restraint even in the face of utmost provocation, fully realizing the far reaching consequences in the eventuality of the existing tension giving way to a military aggression, now that the US with an inconsiderate administration is waiting for an opportunity to demonstrate its ire against China.

India’s earnest attempts to ease the mounting tension in the Sino-Indian border should succeed in the interest of humanity as the Covid shattered world would  not be able to afford a war at this juncture, particulary because now there is a significant number of nuclear powers in the world.

A big salute to India’s great sons who sacrificed their lives for the country for their supreme sacrifice and  martyrdom. India is proud of them and their families.

Let peace return and prevail in the Sino-Indian border.

മരീചിക? (June 16, 2020)

ജനങ്ങളുടെ ദുരിതങ്ങളും കഷ്ടപ്പാടുകളും വേദനകളും അവരുടെ പ്രതികരണങ്ങളും ആഴത്തിൽ പഠിച്ചു മനസ്സിലാക്കി അതിനനനുസ്സരിച്ചുള്ള നയങ്ങളിലും  പ്രവർത്തനങ്ങളിലും ഊന്നി നിന്ന് കൊണ്ട് രാഷ്ട്രക്ഷേമത്തിനായി ഉന്നം വയ്ക്കുന്ന രാഷ്ട്രീയ കക്ഷികൾ ജനാധിപത്യ വ്യവസ്ഥിതിയിൽ  അത്യന്താപേക്ഷിതമാണ്. പക്ഷെ ഈ പ്രതീക്ഷ  എന്നും ഒരു മരീചികയായി നിലനിൽക്കുമോ എന്ന സന്ദേഹത്തിനു മറുപടി പറയാൻ കാലത്തിനു മാത്രമേ കഴിയൂ.

Non-chalant Approach (June 15, 2020)

Against the backdrop of fuel prices in India skyrocketing with 9 increases in a row from June 7th, 2020, a very strongly worded letter of protest has been sent today to the CEOs and other top Executives of the four largest public sector oil companies namely Indian Oil Corporation, Bharat Petroleum Corporation, Hindustan Petroleum Corporation and Oil and Natural Gas Corporation Ltd. expressing anguish over the situation. Fully knowing that even thousands of such letters would only fall on deaf ears, this has been done as a citizen in the face of the non-chalant approach adopted by the authorities in the matter of jacking up the fuel prices by giving daily shocks to the consumers.

കറന്റ്‌ ബില്ലുകൾ (June 13, 2020)

KSEB ഉപഭോക്താക്കൾക്കു ലഭിച്ച ബിൽ ഷോക്ക് ഇന്നത്തെ  8 മണി ചർച്ചയ്ക്ക് വിഷയമായി എല്ലാ പ്രമുഖ മലയാള വാർത്താചാനലുകളും എടുത്തത് വളരെ നല്ല കാര്യമാണ്. അതുപോലെ ദിവസേന ആകാശം ലക്ഷ്യമാക്കി കുതിയ്ക്കുന്ന ഇന്ധന വില എല്ലാ ചാനലുകളിലും  അർഹിയ്ക്കുന്ന ഗൗരവത്തോടെ തന്നെ വാർത്താ ബുള്ളറ്റിനുകളിൽ സ്ഥാനം പിടിച്ചു. ഇന്ധന വർദ്ധനയെക്കുറിച്ച ആര് ഉച്ചസ്ഥായിയിൽ  പറഞ്ഞാലും യാതൊരു പ്രയോജനവുമില്ല എന്നുള്ളത് മറ്റൊരു കാര്യം.

KSEB ബില്ലിന്റെകാര്യത്തിൽ,  ഉപയോഗിയ്ക്കാത്ത യൂണിറ്റുകളുടെ ചാർജ് കൊടുക്കാൻ ഉപഭോക്താക്കൾക്ക് നിയമബാദ്ധ്യത ഇല്ലെന്നകാര്യം കമ്പനി സൗകര്യപൂർവം മറന്നു പോകുന്നു.

സാമ്പത്തിക ബുദ്ധിമുട്ട് കൊണ്ട് ലക്ഷങ്ങൾ കഷ്ടപ്പെടുന്ന ഈ അവസരത്തിൽ മര്യാദയോ മാനദണ്ഡമോ ഇല്ലാതെ പടച്ചുവിട്ട 'കറന്റ്‌ ബില്ലുകൾ' പൊതുതാത്പര്യ ഹർജികളിലൂടെ ഒരു നീണ്ട നിയമയുദ്ധത്തിന് തന്നെ വഴിയൊരുക്കുന്നു.

ഇതിന് അറുതി ഉണ്ടായേ തീരൂ.

Escalating Fuel Prices

We have seen successive hikes in petrol and diesel prices for four consecutive days. This is at a time when crude oil prices are so low in the international market. The benefit of reduced crude price is adjusted  as excise duty and other taxes, on account of which consumers are not getting even a small share of that reduction. There is no doubt that facing the economic challenges posed by the Covid pestilence has necessitated increased revenue for the government.  But it is surprising that certain other crucial areas are left out.

The government owes huge amounts of tax arrears (on account of various taxes) from institutions in various sectors as well as individuals.The defaulted payment of taxes also includes taxes already collected but not duly remitted. At this point when the government is struggling for augmenting revenue, there must be concerted efforts to recover the defaulted tax amounts. Unfortunately that does not appear to be happening.

Coming to oil companies, it is high time that these entities which have been making huge profits year after year, started showing a slightly more humane approach in the matter of fuel prices.  A look at the Annual Reports of India's four largest public sector oil companies (including the oil giant IOC) shows that the overhead expenses of all these companies are exorbitantly high by any standards. The staff expenses hover around 35-40% for these corporates. Three of them have about 55 Executive Directors and about 150 General Managers. Same is the case with lower level senior executives as well. Apart from getting a high fortune as compensation,  their personnel have attractive pension benefits also. Everything is fine. But why should they go on burdening the common man through successive fuel price hikes, that too in a situation when a majority of people are passing through a phase of financial struggle? 

Supremacy, Sanctity

The principal objective behind various Commissions in the State is to safeguard the principles and doctrines enshrined in the Constitution of India and to ensure that the citizens are not denied what is mandated by the Constitution. Various Commissions in the State form an integral part of the Government machinery. They are pillars which aid in facilitating the smooth functioning of the state machinery. These Government funded bodies help in the execution of several policies that are ratified in the Parliament and the State Legislature seeking the betterment of the common man. The Indian Constitution lays down various guidelines, comprising rules and regulations, that form cardinal principles which these Commissions should abide by in their day to day functioning. These Commissions uphold the democratic fabric of our Constitution that strives to provide a socialist, secular, sovereign republic, which is a repository of fraternity. The Commissions are constituted under a respective parent legislation.

The standard set-up of Commissions is a team comprising a Chairperson and a few Members. At present there is no bar in making appointments in these commissions basing on political considerations. It is often felt that the objectives and role of commissions being what they are, they would be able to play a much more effective role in line with what is envisaged in the respective parent Act, if the appointment of office bearers is mandatorily done basing on merits, educational qualifications and expertise and past experience in the field and not on political considerations. The reason is, the Constitution of India, to which the above statutory bodies pay allegiance to, is the supreme law of the country which deserves to be upheld with utmost sanctity and purity.

An Issue Which Transcends Politics (May 25, 2020)

There is a glaring lack of empathy for the down trodden, poor, deprived sections of the society on the part of our policy makers, who often are undaunted even by open public criticisms on this count. This is an issue which transcends politics. It is an all-encompassing issue which narrow politics can never accommodate, one which warrants thinking outside the ambit of any political ideology. And this remains largely unaddressed by the government.

This Too Shall Pass

The novel coronavirus have claimed victims all across the globe and keeping people sealed indoors due to the spiralling fear and mass confusion. It is easy to lose your hopes and brood over the negative side effects of any event, especially when as a community we are battling a global pandemic. For every low, there’s a high and it is true that even this current scenario has a silver lining to it. When we look deep into the current situation, we can see that the impact of COVID-19 pandemic has a positive side as well.

 

As the coronavirus pandemic continues its deadly path, dramatic changes in how people live are reducing some instances of other medical problems. The irony may hold valuable lessons for public health Doctors and researchers in the United States are noticing some curious and unexpectedly positive side effects of the abrupt shifts in human behaviour in response to the COVID-19 pandemic. Some infectious diseases are fading from hospital emergency departments. And the pandemic has led to a public more willing to accept and act on public health messages.

 

COVID-19 situation has helped the community build genuine relationships and has positively impacted the way you emote and maintain relationships. You get to spend your time with your family and plan your work better. As life slowed down, we have found ways to stay connected with people, even if it’s virtually.

 

The pandemic induced entire lifestyle changes help us to practice better hygiene. Being hygienic is no longer just a good habit, but the very skill you need for survival. From shaking hands to namaste, we all have had a lifestyle change for the good. We are going to remember to cover your mouths when we cough, to sanitize our hands after touching anything else because we know what can happen if we don’t.

 

The pandemic has opened a new way of thought. Innovations to stay connected and help one another have emerged. Organizations are coming up with the ultimate ideas to attract and sustain both their customers and employees. This may as well lead to breakthroughs and innovations. There is a new wave of tools and software. Companies are in need of online tools and software that can help you make this shift to digital classrooms and virtual office spaces seamless. Innovation happens for nothing, but when the environment demands it! And let’s wait for the coolest ideas that can take the world by a storm.

 

The air is cleaner and the environment is greener. Greenhouse gas emissions and pollution levels across the country have fallen significantly. Noise pollution is significantly decreasing. Wildlife is rejuvenating. Migratory birds are returning to lakes and water bodies they had once abandoned due to heavy pollution and human intervention.

 

Crime incidents have become rarer. Crime rates in the major cities in India have plummeted after the COVID-19 fear almost paralyzed the cities. The drop in crime rates correspond to the reduction in the percentage of vehicle thefts.

 

Like every other pandemic, this too shall pass, but not without exacting its toll. In the meantime, self-isolation during this extended period of lockdown can become a tinsel bit more bearable when we manage to focus on the positive impacts the COVID-19 pandemic has brought to India and the rest of the world!

സാമ്പത്തികമായും സാമൂഹികമായും നിർഭാഗ്യരായവർ

കേരളത്തിൽ ഓൺലൈൻ ക്ലാസുകൾ എന്ന സമ്പ്രദായം തുടങ്ങാൻ സർക്കാർ എടുത്ത താല്പര്യം ശ്ലാഘനീയമാണെന്ന കാര്യത്തിൽ യാതൊരു സംശയവുമില്ല. പക്ഷെ ഓൺലൈൻ ക്ലാസ്സുകൾക്ക്‌ സൗകര്യങ്ങളില്ലാത്ത രണ്ടര ലക്ഷത്തിലേറെയുള്ള വിദ്യാർത്ഥികൾക്ക്‌ ബദൽസൗകര്യങ്ങളൊന്നും ചെയ്യാതെ പുതിയ സമ്പ്രദായം തുടങ്ങിയത് ശരിയായില്ല. സാമൂഹികവും സാമ്പത്തികവുമായ വളരെയേറെ അസമത്വങ്ങൾ നിലനിൽക്കുന്ന ഒരു സമൂഹത്തിൽ ഇത്‌ കൂടുതൽ അസ്വസ്ഥതകൾ സൃഷ്ടിയ്ക്കാതെ ശ്രദ്ധിക്കേണ്ടത് മാനുഷികമായ ഒരു ആവശ്യം മാത്രമാണ്. ഓൺലൈൻ ക്ലാസ്സ്‌ പ്രയോജനപ്പെടുത്താൻ ഒരു സൗകര്യവുമില്ലാത്ത മലപ്പുറം ജില്ലയിലെ ഒരു വിദ്യാർത്ഥിനി നിരാശ മൂലം ആത്മഹത്യ ചെയ്ത സംഭവം അങ്ങേയറ്റം ദുഖകരമായ ഒന്നാണ്.

കേരള സർക്കാരിന്റെ അടിയന്തിര ശ്രദ്ധ പതിയ്ക്കേണ്ട അങ്ങേയറ്റം പ്രധാനപ്പെട്ട ഒരു കാര്യമാണ് ഇത്‌. സാമ്പത്തികമായും സാമൂഹികമായും നിർഭാഗ്യരായവരെ പാടേ മറന്നുകൊണ്ട് ഒരു കാര്യവും സർക്കാർ ചെയ്യരുത്.

Technology in Education

Kerala is on the threshold of a great revolution in technology enabled education. Online classes for various classes have commenced in a TV channel. Necessity has spurred governmental action in this regard at much faster a pace than expected. Of course, the initative awaits a lot of refinements, which are expected to come in due course.

The pains taken by all those who are behind the online classes are very evident and highly appreciable.This is notwithstanding the fact that virtual classes can never become a substitute for classroom education for a spate of reasons. 

On expected lines, there is widespread unfounded criticism about the online classes on the social media, presumably from those who have not  understood the necessity or the efforts behind it. One is tempted to think that it would have been better if before criticising such initiatives, those who do so make a self evaluation of their own competencies.

More Stringent Meaures Required

The marked economic recession resultant of Covid lockdown is widely expected to have a far reaching impact on India's economy. A significant dip in revenue by way of taxes, diminished foreign investments, resources crunch, marked decline in industrial production, loss of crores of man hours, pressing necessity to expend more etc. have been causing a severe strain on the economy. The government must now be straining every nerve to augment resources to tide  over the precarious position. 

As a part of its multipronged strategy, the government should launch a campaign to recover the arrears of various unpaid taxes and to deal with tax evasion without any compromise. It is high time that non-payment/non-remittance of collected taxes to the government and tax evasion were treated very stringently with absolutely no compromise. The machinery to recover what is due to the government from those who have defaulted needs to be strengthened a lot. There is no point in allowing  more and more time to tax defaulters and in bearing with tax evaders.
