പെൻഷൻ

പെൻഷൻ
കേരള ധനമന്ത്രി ഫേസ്ബുക് പേജിൽ പറഞ്ഞിരിയ്ക്കുന്ന കാര്യങ്ങളിൽ വളരെ പ്രാധാന്യം അർഹിക്കുന്ന ഒന്നാണ് പെൻഷൻ വാങ്ങുന്നതിൽ നിലനിന്നുപോരുന്ന വെട്ടിപ്പുകൾ. മരണമടഞ്ഞിട്ടും പെൻഷൻ വാങ്ങുന്നവരും അനധികൃതമായും അനർഹമായും ക്ഷേമ പെൻഷൻ വാങ്ങുന്നവരും സർക്കാർ പെൻഷൻ വാങ്ങുന്നതിനു പുറമെ ക്ഷേമ പെൻഷനും കൂടെ വാങ്ങുന്നവരുമൊക്കെയായി ലക്ഷങ്ങൾ കേരളത്തിലുണ്ടെന്ന് മനസ്സിലാക്കാൻ കഴിയുന്നു. ഏതാണ്ട് 600 കോടി രൂപ ഇങ്ങനെ അനാവശ്യമായി ചിലവാകുന്നുണ്ടെന്നും മനസ്സിലാക്കാം. ധനമന്ത്രി പറഞ്ഞതുകൊണ്ട് നമുക്ക് ധൈര്യമായി വിശ്വസിയ്ക്കാം.
സർക്കാർ ചെയ്യേണ്ടത് എത്രയും പെട്ടെന്ന് എല്ലാ പ്രമുഖ മലയാള പത്രങ്ങളുടെയും ആദ്യപേജിൽ തന്നെ ഒരു അറിയിപ്പ് കൊടുക്കണം. മേൽപ്പറഞ്ഞ പെൻഷൻ വെട്ടിപ്പുകൾ സർക്കാരിന്റെ ശ്രദ്ധയിൽ പെട്ടിട്ടുണ്ടെന്നും അന്വേഷണവും അനന്തര നടപടികളും ആരംഭിച്ചുകഴിഞ്ഞുവെന്നും കാണിച്ചു വേണം അറിയിപ്പ് പ്രസിദ്ധീകരിയ്ക്കാൻ. അപ്പോൾ കാര്യങ്ങൾ മാറിത്തുടങ്ങും. (അതെല്ലാം യഥാർത്ഥത്തിൽ ചെയ്യുകയും വേണം).
എന്തു കൊണ്ട് അങ്ങനെ ഒരറിയിപ്പ് കൊടുത്തുകൂടാ?
ചിത്രത്തിൽ ഇനിപ്പറയുന്നത്‌ അടങ്ങിയിരിക്കാം: ടെക്‌സ്‌റ്റ്
സർക്കാരിന്റെ വരുമാനം കുത്തനെ കുറഞ്ഞിരിക്കുന്നതിന്റെ പശ്ചാത്തലത്തിൽ അനാവശ്യചെലവുകൾ കുറയ്ക്കേണ്ടതാണെന്നത് അവിതർക്കിതമായ കാര്യമാണ്. പക്ഷെ, ഇവ സംബന്ധിച്ച് പൊതുവിൽ പുറംതൊലി ചർച്ചകളും അപവാദപ്രചാരണങ്ങളുമാണ് നടത്തുന്നത്. എന്താണ് ചെലവ് കുറയ്ക്കണമെന്നു പറയുമ്പോൾ നമ്മൾ ഗൗരവമായി പരിഗണിക്കേണ്ടത്? എന്തെല്ലാമാണ് ഇപ്പോൾ എടുത്തുകൊണ്ടിരിക്കുന്ന സുപ്രധാന നടപടികൾ?
ഇപ്പോൾ പൂർത്തിയാക്കിക്കൊണ്ടിരിക്കുന്ന ഏറ്റവും പ്രധാനപ്പെട്ട പരിപാടി, ക്ഷേമപെൻഷനുകളുടെ വെട്ടിപ്പ് തടയുന്നതിനുള്ള നടപടിയാണ്. മരണമടഞ്ഞിട്ടും പെൻഷൻ വാങ്ങിക്കൊണ്ടിരിക്കുന്ന ഒരു ലക്ഷത്തിലേറെ പേരുണ്ട്. അത്രതന്നെ ആളുകളെ കണ്ടെത്താനേ കഴിഞ്ഞിട്ടില്ല. ആൾമാറാട്ടം നടത്തുന്നവരാണ് ഇവർ. സർക്കാർ പെൻഷൻ കൈപ്പറ്റുന്നവരും ക്ഷേമപെൻഷൻ വാങ്ങുന്നവരുണ്ട്. ഇങ്ങനെ പലരും. ഇങ്ങനെയുള്ളവരെയെല്ലാംകൂടി ചേർത്താൽ 4.5 ലക്ഷത്തോളം പേരുണ്ട്. ഇതുവരെ മസ്റ്ററിംഗ് നടത്താത്തവർക്ക് ഒരു അവസരംകൂടി നൽകാൻ പോവുകയാണ്. എന്നാലും എന്റെ കണക്കുകൂട്ടൽ അനുസരിച്ച് ഏതാണ്ട് മൂന്നേമുക്കാൽ ലക്ഷം അനർഹർ പുറത്തുപോകും. ഏതാണ്ട് 600 കോടി രൂപയുടെ അനാവശ്യ ചെലവ് ഒഴിവാക്കാം.
രണ്ടാമത്തേത് എയ്ഡഡ് സ്കൂളുകളിലെ നിയമനമാണ്. യുഡിഎഫ് ഭരണകാലത്ത് അധിക അധ്യാപകരെ ഉൾക്കൊള്ളിക്കുന്നതിനുവേണ്ടി അധ്യാപക-വിദ്യാർത്ഥി അനുപാതം കുറച്ചു. അതോടൊപ്പം ധനകാര്യ വകുപ്പിന്റെ അനുമതി ഇല്ലാതെ യുഡിഎഫിന്റെ അവസാനം ഒരു ഉത്തരവിറങ്ങി. അതുപ്രകാരം നിർദ്ദിഷ്ട നിരക്കിനേക്കാൾ ഒരു കുട്ടി കൂടുതലുണ്ടെങ്കിൽ ഒരു പോസ്റ്റായി. ഇതിന് സർക്കാരിന്റെ അംഗീകാരം വേണ്ട. ജില്ലാ വിദ്യാഭ്യാസ ഉദ്യോഗസ്ഥന്റെ അനുമതി മതി. ഇതിന് കോടതിയുടെയും പിന്തുണ കിട്ടി. ഫലമോ? സർക്കാർ നേരിട്ടു ഏതാണ്ട് 20,000 തസ്തികകളാണ് സൃഷ്ടിച്ചതെങ്കിൽ സ്വകാര്യ എയ്ഡഡ് മേഖലയിൽ 15,000 തസ്തികകൾ സൃഷ്ടിക്കപ്പെട്ടു. ഇത് അവസാനിപ്പിക്കുന്നത് ഭാവിയിലെങ്കിലും ഭീമൻ ചോർച്ച ഒഴിവാക്കാൻ സഹായിക്കും.
കോളേജ് അധ്യാപക നിയമനത്തിലും ഇതേ സ്ഥിതിയുണ്ട്. പണ്ട് പ്രീ-ഡിഗ്രി കോളേജുകളിൽ നിന്നും മാറ്റിയപ്പോൾ അധ്യാപക തസ്തികകൾ നഷ്ടപ്പെടാതിരിക്കാൻ വേണ്ടി ബിരുദാനന്തര ബിരുദ മേഖലയിൽ ഒരു മണിക്കൂർ പഠിപ്പിച്ചാൽ ഒന്നരമണിക്കൂറായി കണക്കാക്കുമെന്ന് നിശ്ചയിച്ചു. അന്നത് ചെയ്തത് മനസ്സിലാക്കാം. ഇന്ന് സർക്കാർ 150 ഓളം കോഴ്സുകൾ പുതിയതായി ആരംഭിക്കാൻ തയ്യാറാകുമ്പോൾ യുജിസി വർക്ക് ലോഡല്ലേ സ്വീകരിക്കേണ്ടത്? നിലവിൽ നിയമനം ലഭിച്ച ഒരാളുടെയും ഇന്നത്തെ സ്ഥിതിയിൽ മാറ്റം വരുത്താതെ ഭാവി നിയമനങ്ങൾക്ക് ഇത് ഒഴിവാക്കിയാൽ അടുത്തവർഷം 250-300 കോടി രൂപയുടെ ചെലവ് ചുരുക്കാം.
തികച്ചും അപ്രസക്തമായിത്തീർന്ന പെർഫോമൻസ് ഓഡിറ്റും ഡിആർഡിഎയിലെ ഉദ്യോഗസ്ഥരും താഴേയ്ക്ക് പുനർവിന്യസിക്കാനുള്ള നടപടികൾ പൂർത്തിയായിട്ടില്ല. ഇവരുടെ എണ്ണം ഏതാണ്ട് 800 വരും. ഇന്ന് പ്രത്യേകിച്ചൊരു പണിയുമില്ലാത്ത 5000 ഉദ്യോഗസ്ഥരെയെങ്കിലും മറ്റിടങ്ങളിലേയ്ക്ക് പുനർവിന്യസിക്കാം. ഇതുമൂലം പോസ്റ്റുകൾ നഷ്ടപ്പെടുമെന്ന് ആരും വേവലാതിപ്പെടേണ്ട. ഇതിനകം സൃഷ്ടിച്ച പോസ്റ്റുകൾ സർവ്വകാല റെക്കോർഡാണ്. ഇനി ഹയർ സെക്കണ്ടറികളിൽ, കോളേജുകളിൽ, ആരോഗ്യ മേഖലയിൽ, മറ്റു പല വകുപ്പുകളിലും പോസ്റ്റുകൾ സൃഷ്ടിക്കേണ്ടിവരും. പക്ഷെ, പ്രത്യേകിച്ച് ജോലിയൊന്നും ഇല്ലാതെ ശമ്പളം വാങ്ങാനുള്ള ഏർപ്പാട് തുടരാനാവില്ല. ഇതുപോലുള്ള കാര്യങ്ങൾക്കാണ് ചെലവു ചുരുക്കാൻ പറയുമ്പോൾ ഞാൻ മുൻഗണന നൽകുന്നത്.
നിലവിൽ ബജറ്റിൽ ഉൾക്കൊള്ളിച്ചിട്ടുള്ള പല സ്കീമുകളും അനിവാര്യമായിട്ടുള്ളവയല്ല. ഇന്ന് കൊവിഡ് കാലത്ത് കൂടുതൽ പണം മുടക്കേണ്ട മറ്റുപല സ്കീമുകളുമുണ്ട്. ആദ്യത്തേതിൽ ഉൾക്കൊള്ളിച്ചിരിക്കുന്ന പണം രണ്ടാമത്തേതിലേയ്ക്ക് മാറ്റണം. ആസൂത്രണ ബോർഡ് ഇതിനാവശ്യമായ നടപടികൾ സ്വീകരിച്ചുകൊണ്ടിരിക്കുകയാണ്.
ഇതോടൊപ്പം ഇന്നത്തെ അസാധാരണ സാഹചര്യത്തിൽ നമ്മുടെ പല പദ്ധതിയിതര ചെലവുകളും വെട്ടിക്കുറയ്ക്കുകയോ വേണ്ടെന്നുവയ്ക്കുകയോ ചെയ്യണം. അതിനുള്ള നടപടികൾ ധനകാര്യ വകുപ്പ് സ്വീകരിച്ചു വരുന്നു. താമസിയാതെ അതിനുള്ള ഉത്തരവും ഇറങ്ങും. അതിനിടയിൽ ഓഫീസുകളിലേയ്ക്ക് ടൗവ്വൽ വാങ്ങുന്നതിനും എയർകണ്ടീഷൻ വാങ്ങുന്നതിനും നൽകിയ ഭരണാനുമതികൾ ഉയർത്തിപ്പിടിച്ചുകൊണ്ട് ധൂർത്താണെന്നു നിലവിളിക്കുന്നവർ മനസ്സിലാക്കേണ്ടത് ഇവയിൽ പലതിനും ചെയ്തുകഴിഞ്ഞതിനുള്ള പണം അനുവദിക്കലാണ്. അല്ലെങ്കിൽ പകർച്ചവ്യാധിക്കു മുന്നേ ഭരണാനുമതികൾ നൽകുന്നതിന് നടപടികൾ സ്വീകരിച്ചവയാണ്. ഇങ്ങനെയുള്ള കാര്യങ്ങളിലെല്ലാം കർശനമായ നിയന്ത്രണങ്ങൾ ഉണ്ടാകും.
പക്ഷെ, ഇവയൊക്കെ ഉയർത്തി സർക്കാരിനെ ആക്ഷേപിക്കാൻ യുഡിഎഫിന് എന്ത് അർഹത? ഉന്നയിക്കപ്പെട്ട ഓരോ പ്രശ്നങ്ങളിലും അവരുടെ ഭരണകാലത്ത് ഇന്നത്തേതിനേക്കാൾ വലിയ ചെലവുകൾ ഉണ്ടായിട്ടുണ്ട്. അവയൊന്ന് ചുരുക്കിപ്പറയാം.
1. എന്തിന് 496 പേഴ്സണൽ സ്റ്റാഫ് എന്നതാണ് ഒരു പ്രധാന ചോദ്യം. യുഡിഎഫ് കാലത്ത് 623 ആളുകളുണ്ടായിരുന്നു പേഴ്സണൽ സ്റ്റാഫിൽ.
2. ചികിത്സാ ചെലവുകളെക്കുറിച്ചാണ് രണ്ടാമത്തെ ട്രോൾ. യുഡിഎഫ് ഭരണകാലത്ത് മന്ത്രിമാരുടെ മൊത്തം ചികിത്സാ ചെലവ് 1.18 കോടി രൂപ. ഇതിനേക്കാൾ എത്രയോ കുറവാണ് എൽഡിഎഫ് ഭരണകാലത്ത്.
3. ഹെലികോപ്ടർ 1.80 കോടിക്ക് വാടകയ്ക്ക് എടുത്തൂവെന്ന് പറയുന്ന യുഡിഎഫ് 10 കോടി രൂപയ്ക്ക് ഒരിക്കലും പറക്കാത്ത വിമാനം വാങ്ങിയവരാണ്.
4. എന്തിന് കാബിനറ്റ് റാങ്ക്? കാബിനറ്റ് റാങ്ക് കൊടുത്തൂവെന്നു പറഞ്ഞ് ചെലവൊന്നും വർദ്ധിക്കുന്നില്ല. അതൊരു പദവി മാത്രമാണ്. ഡൽഹിയിൽ കാബിനറ്റ് റാങ്കുള്ള ഒരു സ്ഥിരം പ്രതിനിധി കേന്ദ്ര സർക്കാർ ഓഫീസുകളിൽ ഫലപ്രദമായി ഇടപെടുന്നതിന് ആവശ്യമാണ്. മറ്റു പല സംസ്ഥാന സർക്കാരുകൾക്കും ഇത്തരം പദവിയുള്ളവർ ഡൽഹിയിലുണ്ട്.
5. ഉപദേശകരാണ് മറ്റൊരു മഹാഅപരാധം. ഉപദേശകർ യുഡിഎഫ് ഭരണത്തിൽ ഉണ്ടായിരുന്നില്ലേ? മുഖ്യമന്ത്രിയുടെ ഉപദേശകരെല്ലാം ശമ്പളം വാങ്ങുന്നവരല്ലായെന്നുകൂടി പറയട്ടെ.
6. പരസ്യം തുടങ്ങിയ പ്രചാരണ പ്രവർത്തനങ്ങൾക്കുവേണ്ടി സർക്കാർ ചെലവഴിക്കുന്ന തുകയാണ് മറ്റൊരു വിമർശനം. 158 കോടി രൂപയാണ് യുഡിഎഫ് സർക്കാർ പിആർഡി വഴിയുള്ള പരസ്യങ്ങൾക്കു മാത്രം ചെലവഴിച്ചിട്ടുള്ളത്.
ഇങ്ങനെ ഇനിയും പലതുമുണ്ട്. യുഡിഎഫ് ചെയ്തതെല്ലാം എൽഡിഎഫിനുമാകാം എന്നല്ല വാദം. മേൽപ്പറഞ്ഞ ചെലവുകളെല്ലാം ഒരു പരിധിവരെ ഏതു സർക്കാരായാലും അനിവാര്യമാണ്. എൽഡിഎഫ് ഭരണത്തിൽ യുഡിഎഫിനെ അപേക്ഷിച്ച് ഇവയൊക്കെ താരമ്യേന കുറവാണ്. ഇന്നത്തെ സാഹചര്യത്തിൽ ഇതിലൊക്കെ എന്ത് മിതത്വമാകാം എന്നതിനെക്കുറിച്ചും ആലോചിക്കാം. പക്ഷെ, മേൽപ്പറഞ്ഞ ധൂർത്തുകളാണ് സാമ്പത്തിക പ്രതിസന്ധിക്ക് അടിസ്ഥാനമെന്നു പറഞ്ഞു കളയരുതേ... മേൽപ്പറഞ്ഞ ധൂർത്തുകളെല്ലാംകൂടി ചേർത്താലും കേരളത്തിന്റെ മൊത്തം ബജറ്റിന്റെ 0.1 ശതമാനംപോലും വരുമോ?

Hunger (23-5-2020)


Adequacy of the measures taken by the central government to mitigate the untold hardships being faced by millions in the wake of Covid lockdown and their immediate results would be as crucial in determining the revival and destiny of India's economy as any other measures taken in this context. The simple reason is that hunger of the millions who lost their job or means of income is at the root of all economic challenges which the nation confronts now.

Their Plight (19-5-2020)

The plight of the millions who lost their job or source of income following Covid-19 lockdown is a very heart-breaking sight.

Slips of Humanity (18-5-2020)

Humanity which made advancements after advancements went wrong in many areas, which resulted in the world becoming a place laden with tension, disturbances and a feeling of insecurity among its inhabitants. Oneupmanship among the big and powerful countries and their sole motive of existence at the cost of other countries became the world order. Supremacy of some countries remained unchallenged.
And within countries, mankind became increasingly selfish, egoistic and rutheless. Materialism became a way of life, a religion, a wedded philosophy the world over.
Mankind even started defiantly challenging the master controller, the nature. When the situation was about to reach a point of no return, nature intervened. Now humanity might be brooding and perhaps repenting on their past misdeeds. Once the world succeeds in combating the micro-organism which has taken a heavy toll of lives, nature might be expecting that mankind would undergo a transformation. Let us not disappoint nature.

Cost Control and Austerity Measures Still Eluding (15-4-2020)

One reality which cannot be overlooked in the present context of our economy is the glaring absence of any drive or efforts at any levels to reduce the public spending, save those meant for boosting the economy.
It is public knowledge that there are many areas causing erosion of public funds. There could be many establishments or posts or verticals which instead of constructively helping the economy could only be a drain on it. There could be many items of expenditure that could be deferred for a period of at least two years. Luxury and extravagance might still be lingering at many public offices. Many expensive purchases that could be avoided or at least deferred might be getting through in the midst of the present crisis situation. It may not be impossible to keep in abeyance all foreign travels of high dignitaries and officials at least for two years. In a robustly connected world thanks to the advancement of technology, such frequent foreign travels using scarce public resources may not be inevitable and warranted.
There could be abundant scope for immediately adopting meaningful cost control measures to minimise government spending. It is felt that at least a slight portion of the resources requirements warranted by the pandemic induced situation could be met through clamping an earnest cost control and austerity drive after taking the considered opinion of a high power committee constituted for this purpose.

A Big Salute to the Angels (12-5-2020)

Today, May 12th, is the International Nurses Day (IND). IND is observed around the world each year since 1974 on May 12th, the birth anniversary of Florence Nightingale, the founder of modern nursing to mark the contributions that nurses make to the society. This year’s IND has assumed very high relevance in view of the lofty role being played by the nurses community in fighting a pandemic that has halted the progress of humanity. The theme announced by the International Council of Nurses - Nurses : A Voice to Lead - Nursing the World to Health - for IND 2020 implies how nurses are central to addressing a wide range of health challenges.
Nurses who are one of the strong pillars of medical care and treatment and the embodiments of mercy, dedication, hard work and patience are a section that deserves a much higher place in society and a much higher compensation and living standards than what they get at present. They deserve a much better care from the society. The medical decisions taken by the doctors are to be implemented and their instructions are to be carried out by the nurses, and obviously the success of the Doctor’s treatment depends on how meticulously those instructions are carried out by the nurses. Often the treatment of nurses can impart a huge solace to the patients and instil confidence among them, which is indispensable for cure of the ailment. Further, this is a profession which calls for utmost patience and compassion. It is undoubtedly one of the noblest of life rescuing operations on earth.
Salutes to all the angels of mercy, patience and dedication on this International Nurses Day.

Massive Write-off of Loans (4-5-2020)

Every time loans in the banking sector are written off in a massive scale, if the same is questioned by some quarters, the Finance Ministry and RBI come out with statements that writing off loans is not waiving them, but it is only a balance sheet cleansing technical process and recovery efforts would be pursued. However, there is no system of making any public disclosures regarding periodic post-write off recoveries, if that ever becomes a reality.
The public perception that the write-off of loans frequently resorted to is nothing but permanent waiver of their repayment would continue until and unless a formal periodic public disclosure mechanism as mentioned above is put in place. The public perception is justified by the conviction that the written-off loans are those of wilful defaulters whose names would make a very long list.
That the investments made by honest depositors of the banks, tax payers' money and national resources form a major chunk of the written-off loans makes such write-offs a very painful and serious matter.

The Taxes and the Exchequer (9-5-2020)

It is a plain fact that the financial fortunes of Kerala state have been in a dire situation for quite a long time and the onslaught of the pandemic has terribly worsened the situation. The government is finding it extremely hard to make both ends meet with all its major revenue sources having got dried up, albeit for the time being. Even payment of salaries and pensions has become a major challenge. The central government’s financial situation has also been far from comfortable much before the outbreak of the pandemic.
Taxation has been the main pillar of the financial structure of states, with taxes being the major source of their revenue from very ancient times as also in modern times. One aspect which deserves not to be overlooked in a situation where the government is financially in dire straits is the huge chunks of revenue arrears due to the government from corporates, private and public sector organizations and establishments, private firms, business houses etc. These revenue arrears comprise dues of various taxes and other statutory payments and collections on account of gratuity, ESI etc. The distinctive feature of these arrears is that all these taxes and other statutory payments have already been collected from the source and only their remittance to the government is kept pending by those who collected them. In the meantime, these moneys which get accumulated at the level of those who collected them get misused or diverted to other channels. And finally the government gets starved of revenue and the exchequer reaches a precarious position.
In the case of central government, evasion of payment of income tax by certain segments is one of the main factors which seriously affects the revenue and the financial position. The Indian government’s deficiency in governmental expenditures is most notably attributed to wide spread tax evasion. Relative to other developing countries, the fact that India’s income tax comprises only 5% of its GDP is due to the fact that only 2-3% (which is a very low percentage compared to developing and developed countries) of the population is exposed to income taxation. Even though India’s income tax system was instituted in 1922 by the British, the tax history explains a high degree of tax delinquency even today, notwithstanding the efforts of the government. Also India is uniquely vulnerable to any crisis situations like the inevitable lockdown because of the overwhelming dominance of the informal sector and migrant daily wage labourers. It is high time that the government started considering tax evasion a far more serious financial crime in India with rigorous penal provisions and punishments.
Cut to Kerala scenario. The state can definitely improve its financial fortunes. Along with a scrupulous drive to cut costs at all levels and practising austerity in public spending at least for a couple of years, better attention should be devoted to the core issue of addressing the defaulting of payment of revenue collections by the non-individual sectors specifically mentioned above through stringent measures and actions.

മാനദണ്ഡം (2-5-2020)

പാർട്ടി ഏതായാലും, സമൂഹത്തിലെ, യഥാർത്ഥത്തിൽ സഹായം അർഹിയ്‌ക്കുന്നവരെ കണ്ടെത്തി അവർക്ക്‌ അർഹിയ്ക്കുന്ന സഹായം സമയത്ത് എത്തിയ്ക്കുന്നതിലുള്ള ആഭിമുഖ്യം ആണ് ഏതൊരു സർക്കാരിന്റെയും സാമൂഹ്യ പ്രതിബദ്ധതയുടെ പ്രധാന മാനദണ്ഡം.

Social Justice (1-5-2020)

Ever since the lockdown was clamped, the country has been looking forward to a worthwhile economic stimulus package from the centre, which seeks to address the serious social issue of large sections of people having become devoid of any income following the lockdown.
Social justice also means that the efforts of the state should be more towards providing succour to the deprived sections of the society. While various measures to rejuvenate the different sectors of the economy are expected to be in such a package, benefits to individuals should go only to the deprived sections of people, the income-less, as at least in the matter of income, the other sections of people have not been affected. This is definitely an area where special care is required to ensure that there is absolutely no scope or room for the other sections of the society to get or corner the benefits which should go to the genuinely deserving. This is an aspect to be taken into account not only by the central government but by state governments as well.
Ensuring social justice is something which deserves to be given primary importance in a democracy and should never be overlooked or ignored.

From the prevailing situation the world over, it would not be difficult to foresee a few positive medium and long term developments the post-corona world could witness in a span of three to five years. They include:-
1) A shift in the power equations in the world.
2) Receding of the tendency to demonstrate supremacy among countries.
3) Waning of the concept of super powers or emergence of new super powers.
4) Redefining of the concept of globalization with stronger elements of mutual sharing of resources.
5) A paradigm shift in the concept of trade among countries.
6) Emergence of a restructured global monetary agency.
7) Re-emergence of agriculture as the foremost economic activity.
8) Return of the concept of dignity of labour.
9) Marked decline in luxury spending and extravaganza in society.
10) A clearer understanding of the imperative significance of cleanliness and hygiene.
11) Public health getting higher priority in governance.
12) Emergence of offices which function in shorter spaces.
13) More jobs getting shifted to work-from-home model.
14) Remuneration becoming based on time bound completion of pre-set jobs.
15) Work force becoming more concerned and careful about their employment positively impacting productivity and efficiency.
16) Marked improvement in medical preparedness and setting of medical infrastructure and facilities among countries.
17) Increased positivity in outlook and attitude of mankind.
18) Nature and environment getting a better treatment from mankind.
19) An over-all improvement in the quality of life.
20) Emergence of a new world which is better to live in.
There are also some short-term positive aspects like an improvement in the global warming situation through lesser emission of greenhouse gases, improvement in atmospheric pollution and a cleaner environment. How far these will remain depends on how humanity unfolds in the years ahead.

Almost all developed as well as developing countries across the globe are straining every nerve in fighting a pandemic of unprecedented proportions. Governments are intensifying restrictions on businesses to halt the spread of the coronavirus pandemic. Fear of the virus has reconfigured the very concept of public space, impeding consumer-led economic growth. The prospects of a devastating recession delivered by the contagion are looming large. Fears are growing that the downturn could be far more punishing and long lasting than initially feared, potentially enduring into next year, and even beyond.
The COVID-19 pandemic is essentially a public health emergency. As long as human interaction remains a dangerous proposition, business cannot responsibly return to normal. And what was normal before may not be so anymore. People would not be so keen to go to crowded places, restaurants and concert halls as they were earlier, even after the virus is contained.
The abrupt halt of commercial activity has imposed profound and enduring economic pain in every region of the world at once indicating that recovery could take years. The global economy is in a temporary deep freeze. The losses to companies, many already saturated with debt, could trigger a financial crisis of cataclysmic proportions. Stock markets across the globe have reflected the economic alarm.
The situation looks exceptionally dire in developing countries, which have seen sustaining on foreign investments, sending currencies plummeting, forcing people to pay more for imported food and fuel, and threatening governments with insolvency, all of this while the pandemic itself threatens to overwhelm inadequate medical systems.
Some social distancing measures could remain indefinitely. Households may remain agitated and risk averse, making them prone to thrift. Consumer spending amounts to roughly two-thirds of economic activity worldwide. If anxiety endures and people are reluctant to spend, expansion will be limited — especially as continued vigilance against the coronavirus may be required for years.
There is strong hope that the virus would be tamed — and no one really knows when that will be — but the world that emerges is likely to be choked with trouble, challenging the recovery. Depleted investment and innovation, steep fall in manufacturing, halt in international trade, acute shortage of essential commodities, mass joblessness and widespread bankruptcy are among the most frightening challenges for almost every nation. Resilience of every economy is going to be put to a rigourous test.
Still there is a lot to hope for humanity, which has survived two world wars. The hopes surround the governments and the leaderships the countries have. It is pertinent that the troubled times with a bundle of formidable challenges ahead call for strong and visionary leadership with unlimited prudence, fore-thought, far sightedness and deft handling of situations for any country. A country like India with its proven power of resilience should be able to prove to the world its true mettle, provided all sorts of conflicts, ideological differences and anti-development issues are put in cold storage at least till good times return.
