Malady (16-4-2020)

With all the efforts taken by the various central governments so far, even now only about 3 percent of the Indian population is paying Income Tax as per official records! There is absolutely no doubt that there is something seriously wrong with the Income Tax regime. Why is this malady allowed to remain unaddressed?
